Wei leaders looked to Chinese administrators and bureaucrats for help in levying taxes and running government institutions. Chinese advisers introduced the Wei Dynasty to administrative structures as well as the Chinese penal code. Over time the Wei ruling class began taking on more and more Chinese ways and losing their own pastoral traditions. Historians call this process of becoming Chinese Sinicization. According to historian Jacques Gernet, the process of Sinicization happened over the course of centuries: The gradual conversion to a sedentary existence, the decline in the importance of the horse as a result of the role played by infantry in the wars against the Yangtze empires, and the growing importance of revenues with an agricultural origin (cereals and cloth) gradually changed the empire’s economy.
